FILLED: INTERIM DM4097 Finance Solution Architect (Oracle)

Summary:

Our client is a Government Ministry involved predominately overseas. It is consolidating its Finance, HR/Payroll and Procurement processes in a Corporate Service Centre (CSC) in Milton Keynes. They require a Solution Architect with a knowledge of Oracle to design the new processes and system solutions.
The consultant will need to be Security Cleared and preference will be given to those with current Security Clearance.

Role:
The first phase (3 months) of this project will be to consolidate the activities of some of the overseas offices in the new CSC. The consultant will be responsible for developing suitable process solutions to make the consolidation happen. This will require a practical knowledge of the system (Oracle 11) and ways of working around it to get the new CSC up and running.

The consultant will also develop SLA agreements and agree and implement Key Performance indicators with the CSC and the offices.

The next phase (8 months) will be to improve the efficiency and effectiveness of the core operations. This will involve designing, documenting and building solutions to reengineer the core processes.

The consultant will identify process improvements and prioritise, plan and scope the IT changes acting as an interface between the Process teams and the IT department. They will be responsible for facilitating and managing the testing of the process and system changes.

KEY skills/requirements:
This is not a deep technical role but requires a practical knowledge of Process to Pay Reengineering and Oracle systems.

The consultant must have:

Finance Process Reengineering and Solution experience
Good Knowledge of Purchase to Pay Processes.
Oracle background

Current Security Clearance is desirable and consultants with it will be preferred.
